New EU driver's license – deadline for people born between 1965 and 1970 ends in January 2024
Hanover, December 5, 2023. The sums involved are enormous: by January 19, 2033, an estimated 42 million car and motorcycle licenses in Germany will have to be renewed. This affects all licenses issued before January 19, 2013. A phased plan, staggered according to year of birth or year of issue, regulates what is probably the largest exchange campaign in Germany.
The introduction of the EU driving license is intended to make forgeries more difficult. Passport photos and personal data will in future be stored in a central database and updated regularly. In order to minimize the burden on the authorities, there are staggered deadlines depending on the year of birth or issue. Voluntary exchange is possible at any time, regardless of the deadlines.
For driver's licenses issued before December 31, 1998, the year of birth of the license holder is decisive:

For driver's licenses issued on or after January 1, 1999, the year of issue of the driver's license applies:

Another new feature of the EU driver's license: all driver's licenses issued on or after January 19, 2013, are no longer valid indefinitely. After 15 years, the EU driver's license must be renewed by visiting the relevant authorities. The actual driving license remains unaffected by both the exchange and renewal of the driver's license. To apply for the new driver's license, you will need a biometric passport photo, your identity card or passport, and your current driver's license. The cost of issuance is 25 euros. Driving without a valid driver's license is punishable by a warning fine of 10 euros (as of November 2023).
