Hanover, December 5th, 2023. These are huge sums: an estimated 42 million car and motorcycle driving licenses in Germany will have to be renewed by January 19th, 2033. All driving licenses that were issued before January 19, 2013 are affected. A step-by-step plan, staggered according to the year of birth or issue, regulates what is probably the largest exchange campaign in Germany.
The introduction of the EU driving license is intended to make counterfeiting more difficult. In the future, passport photos and personal data will be recorded in a central database and updated regularly. In order to keep the burden on the authorities as low as possible, there are staggered deadlines depending on the year of birth or issue. A voluntary exchange is possible at any time, regardless of the deadlines.
For driving licenses issued by December 31, 1998, the year of birth of the license holder is decisive:

For driving licenses issued from January 1, 1999, the year of issue of the driving license applies:

Another new feature of the EU driving license: all driving licenses issued from January 19, 2013 are no longer valid indefinitely. After 15 years, the EU driving license must be renewed by going to the authorities. The actual driving license remains unaffected when exchanging or renewing a driving license. To apply for a new driving license, you will need a biometric passport photo, your ID card or passport and your current driving license. The cost of the exhibition is 25 euros. Driving without a valid driving license is punished with a fine of 10 euros (as of November 2023).
