Harley-Davidson for beginners - Which models are suitable for the A2 driver's license
Many bikers with an A2 driver's license are asking themselves: Which models are suitable for A2 drivers in 2025? As motorcycles for A2 may not have more than 70 kW (96 hp) before they are throttled back to 35 kW (48 hp), the majority of Harley models are excluded. But there are options! In this article, I will show you which Harley-Davidson motorcycles are suitable for A2 and which can still be reduced to 35 kW in 2025.
Which Harley-Davidson models are suitable for the A2 driver's license
For A2 license holders, it is important to know which Harley-Davidson models are suitable for this category. The A2 driving license category permits the riding of motorcycles with a maximum output of 35 kW (48 hp). Motorcycles may only be throttled down to 35 kW if their original power output does not exceed 70 kW (96 hp). Models with a higher power output are not suitable for A2 riders.

Many Harley-Davidson models fulfill this requirement and can be throttled accordingly. These include numerous Sportster models as well as certain Dyna and Softail models. One example is the Harley-Davidson 883 series from the Sportster range, which is often chosen by novice riders and throttled to 48 hp. However, the Sportster 883 is now only available in various versions on the used market. An explicit touring model for the high entry level, which would be possible with an A2 driver's license, is currently not known.
Throttling of Harley-Davidson models for the A2 driver's license
Not all Harley-Davidson models can be throttled. Some models exceed the 70 kW limit in their original output and therefore cannot be throttled down to 35 kW. The power-to-weight ratio (ratio of power to weight) can also play a role, as it must not exceed certain limits.

Throttling is achieved by installing special throttle kits that reduce engine power. These kits can include mechanical interventions, such as throttle travel limiters, or electronic adjustments. It is advisable to have the throttling carried out by an authorized Harley-Davidson dealer or a specialist workshop to ensure that all technical and legal requirements are met.

After two years of driving experience with an A2 driver's license, the throttle can be removed so that the full engine power can be used. This should also be carried out by a specialist workshop and noted in the vehicle documents. It is also advisable to clarify with the insurance company in advance whether the derating will change the premium or the classification.

Conclusion
In summary, it is possible to ride certain Harley-Davidson models as a novice rider with an A2 driver's license, provided they are appropriately throttled and meet the legal requirements. However, it is important to obtain detailed information in advance and, if necessary, to seek expert advice in order to find the right model and have the throttling carried out properly. A test ride at a Harley-Davidson dealer will help you discover the ideal bike.
Use cooperations with driving schools
It is also worth asking the Harley-Davidson dealer in advance whether there are any cooperations with riding schools that may have discounted offers in their portfolio.
