Class AM moped driver's license now available nationwide from the age of 15
All-German success story for mobility and road safety
- In the GDR, the regulation applied until reunification

DEKRA: Der Moped-driver's license der Klasse AM kann jetzt in ganz Germany schon mit 15 Jahren erworben werden. Die Bundesregierung hat die Fahrerlaubnisverordnung (FeV) entsprechend geändert. Bisher hatten die einzelnen Bundesländer die Möglichkeit, das Mindestalter für die Klasse AM freiwillig von 16 auf 15 Jahre herabzusetzen.
Die jetzt neu eingeführte bundesweite Regelung ist für die ostdeutschen Bundesländer eine Rückkehr zur Rechtslage vor der Wiedervereinigung. „Das Modellprojekt AM15 ist letztlich eine gesamtdeutsche Erfolgsgeschichte für Mobilität und Verkehrssicherheit“, bilanziert Dr. Andreas Schmidt, Leiter Fahrerlaubniswesen bei der DEKRA Automobil GmbH.
In the former GDR, 15-year-olds have always been able to obtain a moped license. With reunification, this was initially history; the minimum age for mopeds with an engine capacity of up to 50 cm³ or a top speed of up to 45 km/h was 16 in Germany from 1990.
„One thing was very clear to us early on: it is better for road safety if young people acquire a category AM driving license after professional theoretical and practical training as well as a theoretical and practical test than just taking a theoretical test to ride a moped on the road,“ says Dr. Schmidt.
Die Idee eines Modellprojekts für AM15 – anfangs sehr umstritten – wurde ab 01.05.2013 in den Bundesländern Sachsen, Sachsen-Anhalt und Thüringen in die Tat umgesetzt; bis 2017 stießen Brandenburg und Mecklenburg-Vorpommern dazu. In einem, wie sich später zeigte, fehlerhaften Evaluationsbericht wurde das Modellprojekt als gescheitert dargestellt. „Damals konnten wir als DEKRA das Evaluationsergebnis widerlegen und zeigen, dass AM15 vielmehr ein Erfolg war“, erinnert sich der Experte.
The authorities of the federal states involved in the pilot project insisted on continuing AM15 based on DEKRA's findings. In 2020, the Federal Ministry of Transport amended the Road Traffic Act and the Driving License Ordinance and authorized the federal states to introduce AM15 voluntarily. In addition to the federal states in eastern Germany, six „old“ federal states also did so. With the amendment to the FeV that has now been announced, the regulation applies uniformly throughout Germany.
„Especially in rural areas, individual mobility is a valuable asset for young people. AM15 gives them the opportunity to experience this - and to do so in a well-trained and tested manner,“ says Dr. Andreas Schmidt. „This is good news for road safety in Germany.“
