Harley-Davidson's pipeline logistics concept: review, challenges, and outlook
Harley-Davidson dealers want the return to a transparent system, in order to better serve customers.
With the pipeline logistics concept, Harley-Davidson once created a modern, innovative system that offered enormous advantages to retailers throughout Europe. It allowed them to view the importer's inventory in real time and place orders directly. This enabled retailers to provide their customers with accurate, customer-oriented advice. Delivery times were transparent and could be planned reliably.
Another advantage was that dealers had insight into machines that were in production, including the expected completion date, as well as machines that had already been produced and were on their way to the European central warehouse. This transparency made work easier and strengthened customer loyalty.
This innovative logistics system made it possible to connect retailers transparently and efficiently.
Challenges and an unexpected system change
The dealers were satisfied with this concept, but it also presented challenges. A few dealers exploited the system to place so-called „hoarding orders“ when popular models or colors became visible in the pipeline. This gave them an unfair advantage over other dealers who were working seriously. Nevertheless, the conviction remains that these weaknesses could have been remedied with minor adjustments without calling the entire concept into question.
Other brands, including Triumph, have even adopted Harley-Davidson's pipeline system—proof of its innovative strength and efficiency. It was therefore all the more surprising that Harley-Davidson abolished the concept against the wishes of its dealers and replaced it with the „managed supply“ system.

Managed Supply: A system with massive weaknesses
The managed supply system represented a significant step backward for dealers and customers. Instead of being able to influence the model, color, and equipment themselves, they were allocated machines. This allocation often meant that dealers did not request unsuitable machines, while other dealers urgently needed precisely these models—but had no information about their availability.
The result: inventory levels at the central warehouse grew, and Harley-Davidson's sales representatives were increasingly busy organizing redistributions between dealers. This additional effort caused dissatisfaction on all sides.
Return to greater transparency
Harley-Davidson has since recognized that abolishing the pipeline system was a mistake and is currently working step by step to return to a more transparent system. Dealers can now view other dealers' inventories again and inquire directly whether a particular machine is available. Transportation is at their own expense.
What is still missing is complete transparency regarding stocks in the central warehouse, machines in production, and those that are on the water. This information would be essential for dealers to plan efficiently and provide their customers with optimal service. However, this important step has not yet been taken.

The vision is a modern logistics concept for the future.
Dealers want to return to a system that corresponds to the original pipeline concept, with complete transparency regarding unsold stock vehicles, production vehicles, and vehicles on their way to Europe. This transparency is key to serving customers according to their needs and making the dealer network more efficient.
Such a system would be in the interests of everyone – dealers, customers, and ultimately importers too. Harley-Davidson has proven in the past that it can be a pioneer in innovation. There is great hope that an improved logistics concept will be implemented in early 2025 that builds on the strengths of the pipeline system while eliminating potential weaknesses. This is the only way Harley-Davidson can continue to meet the needs of all stakeholders in the future.
